Crime Victim Center of Erie County: Director of Counseling Services


NATURE OF SUPERVISION: Weekly and as needed from Director of Counseling Services.

SUMMARY: Provide crisis intervention, supportive counseling, information, referral and accompaniment to victims of crime and their significant others throughout Erie County. Part of "On-Call Crisis Intervention" phone service rotation.


1. Assess personal, social, medical and emotional issues of victims and significant others.
2. Develop and implement treatment plans that adhere to agency guidelines.
3. Provide crisis intervention, individual and group supportive counseling under supervision of the Director of Counseling Services.
4. Submit ChildLine reports per state regulation and agency protocol.
5. Participate on interdisciplinary teams and in interagency coordination as needed to implement and develop treatment plan.
6. Provide court preparation and accompaniment as needed.
7. Assist in the referral process for those clients whose needs exceed agency clinical guidelines.
8. Review client progress on-going and formally every ninety days.
9. Ensure all provided services are accurately documented and submitted for ETO tracking in a timely manner.
10. Maintain accurate, thorough, and timely clinical documentation.
11. Establish and maintain effective working relationships with clients, co-workers, other agencies, and general public.
12. Participate in conferences, in-services, training, seminars, and team and staff meetings.
13. React productively to change and handle other tasks as assigned.
14. Provide hotline/on-call services nights, weekends, holidays, and as assigned.
15. Complete other duties as assigned.

1. Flexibility in work hours.
2. Able to drive and travel. Copy of Driver's License and proof of car insurance ($100,000/$300,000 minimum coverage) must be supplied at hire and upon renewal.
3. Able to lift, carry, and move 50lbs safely and easily.
4. Act 33, Act 34 and FBI fingerprint clearances.
5. Successfully complete victimization training designed to fulfill the requirements of the Pennsylvania Commission on Crime and Delinquency and of counselor sexual assault training as outlined in Statute 42 PA CSA 5945.1 'Confidential Communication to Sexual Assault Counselors."
6. Able to use agency computer system and technology.


1. Minimum of Bachelor's Degree. Master's, completed or in process, from accredited college or university in human services field preferred.
*Master level program must be in process by June 2023
2. Knowledge of criminal/juvenile justice systems.
3. High level of proficiency in computer hardware, software, and networking currently in use in the agency.
4. Flexible, able to tolerate many situations and personalities.

6. Able to respond effectively to the most sensitive inquiries and complaints.
7. Able to read, analyze, and interpret complex documents, general business periodicals, professional journals, technical procedures, and government regulations.
8. Able to create/develop programs for presentation to individuals and groups.
9. Able to effectively present information and respond to controversial and complex topics one-on-one, before public groups, and before professional groups.
10. Able to write reports, business correspondence, procedure manuals, and materials for publication.
11. Able to define problems, collect data, establish facts and draw valid conclusions.
12. Able to apply common sense understanding to carry out written and oral instructions and solve problems.
13. Able to organize personal area and prioritize tasks effectively.
14. Possess ambulatory acuity within courthouse/courtroom and other settings. Able to sit for long periods of time.
15. Possess auditory acuity to listen to people over the telephone and in person.
16. Possess visual acuity to read computer screen, correspondence, notes, reports and technical documents.
