Executive Summary:
The Pennsylvania Coalition to Advance Respect (PCAR), a division of Respect Together, works to create lasting change by mobilizing advocates, service providers, leaders, and communities to support survivors, advance victims’ rights, and prevent sexual abuse, assault, and harassment. In addition to Pennsylvania-specific work, Respect Together operates the National Sexual Violence Resource Center (NSVRC) and is a partner in RALIANCE. PCAR partners with a network of rape crisis centers to bring help, hope, and healing around issues of sexual violence to the Commonwealth of Pennsylvania. PCAR assures that communities have access to quality victim services and prevention education by providing funding, training, materials, and assistance to a network of rape crisis centers that serve all of Pennsylvania’s 67 counties. PCAR provides resources and training on sexual assault-related issues to professionals across the Commonwealth.
Expectations:
PCAR is seeking to partner with an organization, individual, or team to advance PCAR’s budget advocacy with the Pennsylvania General Assembly and the Governor’s Administration by strengthening bi-partisan relationships with legislators, state agencies, and key stakeholders. Working closely with PCAR’s Public Policy Director, the consultant will monitor, analyze, and influence legislation and budget decisions impacting survivors, communities, and allied organizations, while providing strategic guidance on legislative and regulatory opportunities and challenges. The consultant will also identify and assess potential funding streams outside of the state budget line item, including alternative public funding opportunities and policy mechanisms that could support PCAR’s work and the broader network of sexual assault services. This role includes building and maintaining strong relationships with key decision makers and committees; facilitating introductions and engagement opportunities between PCAR leadership and policymakers; advising on coalition-building opportunities and partnerships with aligned organizations; and supporting PCAR leadership in the preparation of testimony, advocacy materials, and legislative meetings. The consultant will provide timely policy briefings, legislative updates, alerts, and strategy recommendations as needed; support events, hearings, and meetings with policymakers; conduct regular (e.g., biweekly) check-ins with Respect Together leadership; and submit monthly written reports summarizing lobbying activities, legislative developments, and outcomes.
Requirements:
PCAR is looking for a consultant who has demonstrated experience in Pennsylvania legislative and budget advocacy; understanding of issues related to public health, gender equity, and survivor advocacy.
