PCAR is funded by a combination of grants from federal and state government agencies, private and public foundations and donations from corporations and individuals aligned with our mission.
In any given year, it is common for PCAR to receive and manage funds from 20-30 different grant sources. PCAR annually passes approximately 10 million federal and state dollars through to fund services provided by a network of rape crisis centers in Pennsylvania.
PCAR is audited annually in accordance with auditing standards generally accepted in the United State of America; the standards applicable to financial audits contained in Government Auditing Standards, issued by the Comptroller General of the United States; and audit guidelines issued by the Pennsylvania Department of Human Services, the Pennsylvania Department of Health, and the Pennsylvania Commission on Crime and Delinquency.
Those standards and other guidelines require that we plan and perform the audits to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements. An audit also includes assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation.
