Statewide Funding Formula Development – Pennsylvania Rape Crisis Centers

Background

Respect Together home to Pennsylvania’s statewide coalition, PCAR, supports rape crisis centers and survivor services. As part of our legislative advocacy efforts, we are seeking to develop a statewide funding formula that clearly demonstrates the cost and need of sexual violence services across the Commonwealth.

The formula will be used to support state budget requests and must be credible, equitable, and accessible to non-technical audiences, including legislators and budget staff.

 

Project Overview

We are seeking proposals from statisticians, economists, or applied policy analysts with experience in:

  • Public policy or social services funding models
  • Cost-of-service or resource allocation formulas
  • Translating quantitative analysis into policy-relevant tools

This project is applied and advocacy-oriented, not academic.

 

Scope of Services

The selected consultant will:

  • Analyze relevant data provided by Respect Together.
  • Design a funding formula that includes baseline operational costs and regional/service-level variation.
  • Develop a replicable calculation tool.
  • Document methodology, assumptions, and limitations.
  • Assist in framing the results for legislative audiences.

 

Deliverables

  • Funding formula methodology (written)
  • Calculation model/tool
  • Advocacy-ready summary memo
  • Optional briefing with leadership

 

Timeline

Proposals should assume an 8–12 week project period, beginning upon contract execution.

 

Proposal Requirements

Proposals should be brief (3–5 pages) and include:

  1. Overview of relevant experience
  2. Proposed approach and methodology
  3. Estimated timeline
  4. Proposed budget or rate structure
  5. Examples of similar policy or funding work (if available)
